 As Thailand has been open to global political and economic forces ,Thai people and society have to be more responsive to globalization.  Labor market needs workforce with digital literacy, numeracy, vocational skill­­­s and English proficiency.  Developing English proficiency of the Thai workforce helps strengthen Thai entrepreneurs and add values in the domestic and international supply chains.  Thailand joined the ASEAN Economic Community (AEC) along with other nine ASEAN member states and English was adopted as the common language, but the surveys found that only 10% of the Thai population could use English to communicate.   In order to increase opportunities to compete internationally, TPQI has developed the Framework of Reference for English Language Education in Thailand (FRELE-TH) that could be used to develop English proficiency of students, government officials, and the general public.
